Re: valve comp
No, the vacuum leak from worn seals would not be enough to cause a vacuum loss and should not have any appreciable affect on part throttle running.

You should not expect your slides to oscillate at idle or off idle. I forgot to add the following tidbit:

When checking the plug color, look for a little deposit staining the porcelain tip. Re: rich
If your having a problem with consistent idle and off idle stumble when it's hot, then your problem might be either rich mixture as dragracer mentioned, or it can be the valve seals. The mileage you listed on your post is high enough to suspect worn valve seals.

Check your plugs. See if they...

I believe that the fzr shock is welded together. A lot of the stock cheapies look that way. Has someone ever had an FZR shock rebuilt?

Digikey offers led based light bulb assemblies. I haven't checked to see if they offer any that swap out exactly with the stock. I'll leave that up to you.

Re: Misfire
It's plausible that your engine cut out relay is being excited into resonating and causing misfire. Never seen it, but it's possible. Try disabling the relay circuit to see if that cures it.
<img src=http://img.photobucket.com/albums/v209/FZRDude/Smilies/Bike...

Re: '89 EXUP Headlight Relays
The reason why your 15 amp fuse was blowing has to do with the in-rush current when you turn the lights on. You used the ATO type blade fuse, which is a fast blow and ends up being tripped by the in- rush current. If you used the glass type 3AG normal blow fuse, it would not blow with a 15 amp ratin...
