It could be the clutch basket or clutch plates are loose, warped, worn. The clutch baskets will make that noise when they are coming apart. Check it when you get the chance, and go a bit further than just pulling the cover and looking at the outer clutch plate splines - get the basket out, clean it...

These sizes are from a '92 steering head shaft, but are likely the same -
Upper I.D. - 0.981"
Lower I.D. - 1.181"
Those measurements are on the shaft itself, the lower bearing fits pretty tight, the upper is more a slip fit.
